New IGO Provides Innovative Sustainable Solutions for the Refugee Crisis

Press Release – 28 September 2016:          A new inter-governmental organization (IGO) launched a strategic initiative for United Nations efforts addressing the international refugee crisis, with innovative solutions also protecting rights of people in receiving host countries.

 

The UN Refugee Agency (UNHCR) Chief of Events and Campaigns, Leigh Foster, acknowledged the key role of the World Coalition of Refugee Rights (WCRR), in providing the “Initiative” of programs for United Nations assistance of refugees, in a Letter of Congratulations delivered by online messaging:

“Thank you for making it a historic week for refugees.  The biggest-ever Petition for refugees delivered thanks to you!  Congratulations!  This has been a historic week for refugees around the world… you helped make it possible.  Last Friday [September 16] we presented your Initiative… to the UN Secretary General.”

 

“On Monday at the Summit on Refugees and Migrants, 193 countries adopted the New York Declaration [on Refugees and Migrants]…  The following day, 50 countries and organizations like your World Coalition of Refugee Rights (WCRR) pledged concrete actions to improve opportunities for refugee resettlement, education or employment.”

 

“Over the coming months, we will continue to push governments to translate their political commitments into action.  As we do so, public support and your distinguished leading Organization will continue to be essential. …  Thank you for helping us come this far.”

 

“P.S. Your… WCRR World Coalition of Refugee Rights organization leading by your support was vital in making all this possible.”

 

The UN Refugee Agency announced that the Petition was “delivered to UN headquarters in New York ahead of the UN General Assembly high-level summit… on September 19”.  Already signed by over 1.4 million people, the Petition remains open for new signatures until 2018.

 

Based upon the Initiative from WCRR, the Petition campaign is publicly promoted by the #WithRefugees Coalition, including Oxfam, UN Women, World Council of Churches, Jesuit Refugee Service, Episcopal Migration Ministries, Lutheran World Federation, Refugees International, Asylum Access, Human Rights First, Geneva Centre for Security Policy, International School of Geneva, Georgetown University Center for Social Justice, University of London Human Rights Consortium, and University of Cyprus, among other institutions.

 

The UN Refugee Agency (UNHCR), announcing that the UN General Assembly (on 2 August 2016) agreed to commitments for the New York Declaration on Refugees and Migrants, highlighted key points of the WCRR Initiative, including: “emergency response and a smooth transition to sustainable approaches that invest in resilience of both refugees and local communities”, with “expanded opportunities for durable solutions”, and a framework for “systematic and sustainable response that benefits both refugees and their hosts”, through “intergovernmental negotiations”.

 

The World Coalition of Refugee Rights (WCRR) is an inter-governmental organization (IGO), exercising official authorities for protection of refugees under mandate from UN Status of Refugees (Articles 12.1, 25.1, 25.3, 26-28).  It provides innovative and sustainable solutions to empower refugees to rebuild their lives, while also protecting rights of the people in receiving host countries.  WCRR is a United Nations level IGO exercising statehood under UN Jurisdictional Immunities (Articles 2.1(b)(iii), 5) as a sovereign subject of international law under UN Law of Treaties (Articles 3, 38).
