Chief of Inter-Agency Operations, Doctor Commander Carlos Flanagan

Doctor Commander Carlos (“Carl”) Flanagan holds a Bachelor of Science (B.S.) in Occupational Education from Southern Illinois University (1987), Master of Science (M.S.) in Business Organization Management from University of LaVerne in California (2005), and Master of Arts (M.A.) in National Security and Strategic Studies from the Naval War College at Newport (2008).

 

He studied at Nova Southeastern University in Florida (2009-2013), with a doctoral project at Joint Special Operations University in Florida (2014), completing a Doctor of Philosophy (Ph.D.) in International Conflict Analysis and Resolution from the Royal Institute of Geopolitics and Diplomacy (2014), with dissertation on “Resolving Causal Factors of Youth Recruitment Into Violent Extremist Organizations”.

 

He served in the United States Navy as a “SEAL” (Sea Air and Land) special warfare operator in the rank of Captain with Top Secret security clearance (1977-2014). He was appointed Commanding Officer (Commander) of a separate experimental command mission (1999-2001), and assigned to two special commands for international security covering operations in Europe, Africa, the Middle East and South America (2001-2005).

 

As Senior Executive for US Special Operations Command (2008-2013), he developed and served as Director of the Interagency Partnership program (which was adopted and moved to Washington DC) and International Engagement program:

 

Accomplishments included improving and expanding relationships between American and foreign Special Operations headquarters, and between US Spec-Ops Command and the US Department of State and Embassies abroad;

 

Experience included advising the Spec-Ops Commander (Four Star Admiral) on strategic partner nations for joint operations, and strategic planning and management of a multi-million dollar international development platform for counter-terrorism operations.

 

As Adjunct Professor at Joint Special Operations University at McDill Air Force Base in Florida (2009-2014), he taught courses in international security, conflict analysis and resolution. He is an Expert Consultant (since 2014) for the Valka-Mir consortium of doctoral scholars on geopolitics and security projects related to doctorate experience.

 

Doctor Commander Carl has served as Vice President and later President of a Chapter of the UDT-SEAL Association of Navy veterans (since 2014), Senior Advocate and Mentor for a Veterans Treatment Court of the Florida Judiciary (since 2015), and Security Expert for the Mediators Beyond Borders (MBB) Kenya project (since 2015) for reducing tribal violence to prevent recruitment by extremist organizations.
